If a 'user' cookie for user 'foo' is present on a clients computer, the language for that user will be loaded, regardless of the client actually being logged in as user 'foo' or not.
This could be the case if one login session had set both user/loginkey cookies, and a login from another computer invalidated the loginkey afterwards.
